Elliott was born October 21, 1887 in Hillisburg, Clinton County, Indiana,〔Dillinger's Dalliances article, Kokomo Tribune, Kokomo, Indiana, July 25, 2004, page A1.〕 the daughter of John Newton and Mary Belle (Booher) McDonald. The family were residing in Ward 3 of the city of Frankfort, Clinton County, by 1900.〔J. Newton McDonald household, 1900 U.S. census, population schedule, Center Township, Ward 3, Frankfort, Clinton County, Indiana, ED 44, sheet 10B, family 246, National Archives micropublication T623〕 Elliott married William Jasper Hughes〔 on May 25, 1918 in Howard County, Indiana,〔''Howard County, Indiana, Index to Marriage Records 1844-1920 Inclusive Vol, W.P.A. Original Record Located County Clerk's Office Book C-29, page 218.''〕 and later that year the couple were living at 1601 North McCann, with Hughes' occupation listed as laborer. By 1920, they were living at 518 Union Street in Kokomo, where his occupation was listed as a buyer and seller of horses.〔Wm. J. Hughes household, 1920 U.S. census, population schedule, Center Township, Kokomo, Howard County, Indiana, ED 34, SD 9, sheet 4B, dwelling 87, family 96.〕 The following year, they were still at the same address, but he was listed as a horse buyer. Elliott's third marriage was to George "Dewey" Elliott.
